Dubai Housing Fee Formula 2026

The Dubai Municipality housing fee formula is easy, but it is often misunderstood because the amount is collected through the DEWA bill. The fee is not based on how many kWh of electricity or how many cubic meters of water you used. It is based on the annual rental value of the property. For a tenant, the annual rental value usually comes from the Ejari contract. For an expat homeowner or vacant property, the value may be based on estimated market rent.

Formula:

Annual housing fee = annual rent or rental value × 5%
Monthly housing fee = annual housing fee ÷ 12
Example: AED 90,000 annual rent × 5% = AED 4,500 per year
AED 4,500 ÷ 12 = AED 375 per month

When budgeting for a Dubai property, always add this fee to the rent. A property advertised at AED 96,000 per year has a rent equivalent of AED 8,000 per month. The housing fee adds around AED 400 per month, so the real monthly housing cost becomes AED 8,400 before electricity, water, internet, cooling or parking.

How to Check If Your Dubai Housing Fee Is Wrong

To check whether your housing fee is correct, reverse the calculation. Multiply the monthly housing fee by 12, then divide by 0.05. This gives the annual rental value being used for your account. If the implied rental value is much higher than your Ejari rent or realistic market rent, your account may need a housing fee adjustment.

Reverse calculation:

Monthly housing fee × 12 ÷ 0.05 = implied annual rental value
Example: AED 500 × 12 ÷ 0.05 = AED 120,000
Example: AED 600 × 12 ÷ 0.05 = AED 144,000
If your Ejari rent is AED 100,000 but the implied value is AED 144,000, request a review.

This is one of the most useful checks for tenants because the DEWA bill may show only the monthly fee, not the rent value behind it. If your rent was reduced after renewal, but the housing fee still reflects the old rent, your monthly bill may remain higher than it should be.

Who Pays the Dubai Housing Fee?

For rented residential properties, the tenant normally pays the Dubai housing fee through the DEWA bill. This is why the fee appears in the monthly utility statement rather than being collected directly by the landlord. In most normal tenancy situations, once DEWA is activated and the Ejari details are connected, the fee is billed monthly to the person using the property.

For expatriate homeowners, the fee is usually based on the estimated rental value of the property, not the mortgage payment, purchase price or service charge. Even if you live in your own home and do not pay rent to a landlord, the property can still have an annual rental value for fee purposes. This is why owner-occupiers should check whether the rental value linked to their account is realistic.

Example 1: Tenant Paying AED 75,000 per Year

A tenant with an Ejari rent of AED 75,000 per year will have an annual housing fee estimate of AED 3,750. Divided by 12 months, the monthly fee is AED 312.50. If the tenant’s average DEWA electricity and water bill is AED 420, the total monthly DEWA payment can be about AED 732.50 before any other account-specific items.

Example 2: Tenant on Vacation

A tenant travels for 20 days and expects the DEWA bill to drop close to zero. Electricity and water may reduce, but the housing fee still appears because it is based on rent, not consumption. This is why a low-usage month can still have a noticeable DEWA amount.

Example 3: High-Rent Villa

A villa with an annual rental value of AED 250,000 has an estimated annual housing fee of AED 12,500, or AED 1,041.67 per month. In mild months, the housing fee may be higher than electricity and water usage. In summer, electricity, water, district cooling and housing fee can combine into a large total monthly cost.

Dubai Housing Fee vs DEWA Consumption

Housing fee and DEWA consumption charges are different. Electricity and water charges depend on usage, tariff slabs, fuel surcharge, meter type and VAT. Housing fee depends on rental value. If you reduce AC usage, your electricity charge may drop. If you fix a leak, your water charge may drop. But the housing fee will not reduce unless the rental value behind the fee changes or is corrected.

Important: Do not calculate housing fee as 5% of your electricity and water bill. The correct estimate is 5% of annual rent or annual rental value, divided by 12 months.

How to Adjust or Dispute Housing Fee

If your housing fee does not match your rent or rental value, compare the monthly housing fee with your Ejari annual rent. The quick check is: monthly housing fee × 12 ÷ 0.05. If the implied annual rental value is far higher than your actual Ejari rent, the account may need correction.

For homeowners, compare the implied rental value with realistic market rent for similar units. If the value looks too high, gather evidence such as rental listings, comparable units, title deed, occupancy information and any official rental valuation documents. Keep copies of all submission confirmations and follow up until the correction appears on the bill.

Housing Fee and District Cooling

Housing fee is separate from district cooling. A chiller-free apartment may still have housing fee on the DEWA bill. Before signing a lease, ask whether cooling is included, billed separately, or added through another provider. This matters because rent plus DEWA plus district cooling can be much higher than rent alone.

For example, a tenant paying AED 120,000 annual rent may pay AED 500/month housing fee. If average DEWA consumption is AED 450 and district cooling is AED 600 in summer, the monthly utility-related budget becomes AED 1,550 before internet and other services. VAT is often misunderstood on DEWA bills.
